在大選中笑到最后的布什總統(tǒng)于4日發(fā)表了演說，向美國民眾保證將在社會(huì)保障、稅收和醫(yī)療故障界定等方面做出有力改變，并和民主黨合作——如果他們善于接受別人的意見和政策的話。外電報(bào)道如下：Contending Americans have embraced his conservative agenda, President Bush pledged Thursday to aggressively pursue major changes in Social Security, the tax code and medical malpractice awards, working with Democrats if they are receptive and leaving them behind if they're not.

"I earned capital in the campaign, political capital, and now I intend to spend it," Bush said a day after a decisive victory that made him the first president in 68 years to win re-election and gain seats in both the House and Senate.

Tax code表示“免稅代碼”，指雇員收入免稅部分的數(shù)字代碼，由稅務(wù)機(jī)關(guān)編定。Tax code也可泛指稅法，例如：Federal Income Tax Code and Regulations（聯(lián)邦所得稅法律與法規(guī)）
